Investigative Interview Training Course Using PEACE Model

Within most Government Organizations, staff spends the vast majority of their time speaking to people. Interviewing witnesses and suspects are in the top four of the most frequently conducted tasks within any investigation. The three most important investigative duties within a prosecution are:

•  Taking statements.
•  Interviewing witnesses.
•  Interviewing suspects.

After a number of high profile miscarriages of justice in the UK during the 1970's and 1980's (Maguire seven, Judith Ward, Guildford four, Birmingham six) there was close scrutiny of Police investigative process within the criminal justice system.

A Royal commission on Criminal Procedure was established in 1981. This resulted in the passing of the Police and Criminal Evidence Act 1984 (PACE) which imposed strict guidelines regulating police investigations and in particular 'interviewing conduct'.

In 1991 the Home Office in the UK set up a steering group on investigative interviewing; it consisted of the Home Office, Police and the CPS (Crown Prosecution Service). This resulted in the advocacy of the PEACE Model.

Facilitators

Ex-Detective Jonathan Davison, who has over 12 years Investigation and Interview experience as a Detective with Greater Manchester Police and the New Zealand Police, founded Interview Skills. In his last role with Greater Manchester Police he was an Advanced Specialist Interviewer and a qualified trainer in the field of Interviewing. To be eligible for this role as a Trainer the essential skills required included being a Tier 3 Specialist. In Greater Manchester Police, a Police Force with over 8000 officers, there are approximately 100 Specialists, which gives you an idea of Jonathan’s skills as an investigator and interviewer. The role of a Tier 3 involves the ability to communicate and investigate to the highest level. Once a qualified Trainer in Greater Manchester Police, Jonathan became 1 of 8 trainers delivering interview training to the entire force of over 8000 officers.

Quality Interview training requires an experienced Quality Interviewer. To be a quality Interviewer Jonathan has many years of practical and theoretical experience involving:

• Understand the science supporting the techniques within both the Witness and Suspect Models
• Achieved excellent results interviewing "serious and series" criminal offending by applying the techniques
• Become a trained facilitator to provide opportunities for students to experiment and develop confidence
• Been assessed according to rigorous criteria
• Received regular and comprehensive feedback
• Member of the International Investigative Interviewing Research Group
• Successfully passed and trained officers at a Tier 1 Level - 16 day course, Tier 2 Level - 8 day course and Tier 3 Level - 15 day course

Jonathan has also successfully completed National Vocational Qualifications with the Chartered Institute of Personnel and Development (CIPD) and the National Policing Improvement Agency (NPIA) as part of the Police Training Roles Learning and Development Programme in the following areas:

• Evaluate and develop own practice
• Enabling Learning in Practice

Presentation at the Australian and New Zealand Institute of Insurance and Finance (ANZIIF)

• "The Trainer was clearly an expert on this subject matter and shared his knowledge & experiences with the trainees. I will take away new interviewing techniques to extract more information from suspects and witnesses. The practical guide book to refer with and relevant aids to use during the interviewing process was very helpful for training sessions".

Recent feedback from a Government Investigation Manager on PEACE Training

• "There is a lot of information in this course that will benefit the Organisation. Having this knowledge will aid consultants in their ability to question and gain all the necessary info so claims can be processed better".

• The course has improved the way I will prepare for a call. Also this added a lot of structure that could be implemented to give some guide to how calls will be dealt with".

Objectives

It is very important for participants to get an in depth insight on the importance of right techniques of interrogative interviews for effective prosecution. So if these interviews are conducted poorly what impact does it have on prosecutions and what is its cost to an Organization?

This situation is changing and recent high profile cases have highlighted the irregularities and failings. With a substantial amount of time and money invested in interviewing witnesses or suspects, we can now ask the question: "Why do we need Interview Training?"
